On November 29, 1939, the building of the Theatre of Youth was conveyed by the presidium of the Smolensk Regional Executive Committee to establish the Folk Arts Centre by December 5, 1939. The newspaper “Rabochy Put” wrote on December 14, “…thanks to the establishment of the Folk Arts Centre there will be formed an important foundation for the next formation and the amateur art activities management.”

Some courses were organized to train people as administrators of a drama class, a chorus, an orchestra, etc. Also, there were lots of facilities for town and village amateur art activity groups. Qualified tutorials were organized for the members of amateur art activities, as well as lectures and seminars. The Center received an opportunity to unite the administrators of the groups of amateur art activities on a distant course.

The Smolensk Department of Culture had been previously situated in Lenin Street, with two rooms where the commissioners worked. The Folk Arts House was organized in 1939 and Buevich Aleksander Giliyanovich was appointed to the position of the head. After the Second World War  there appeared The Ministry of Culture in the USSR, its Regional Offices and City Departments. 

The system of cultural institutions was expanding and the Regional Offices formed the Methodological Bureaus. In Smolensk the Bureau was formed under the Regional Office in 1955 while Sechenov A.N. was the head of The Regional Office of Culture. Ydelson B.B. was appointed to the position of the executive of the Smolensk Methodological Bureau and he  worked there for 25 years.

In 1979 the Methodological Bureau was united with the Folk Arts House, and The Smolensk Regional Academic Folk Arts Centre of Cultural and Educational Work was formed. It was recommended to create four sections: the managerial section, the section of amateur arts, the section of political education for the masses and the repertory section. The Centre was situated in Soborny Holm Street, later in Kashena Street. Since 1995 it has been situated at 3 Bakunina Street. 

Across the generations heads have been conveying the traditions of Folk Arts House. To be exact, they were Buevich A.G., Melnikov V.V., Vainer A.I., Turovsky Y.P., Utenkova A.G., Ydelson B.B., Kuzminova I.A., Gorbunov I.F., Zubkevich V.A., Boburova A.G. Nowadays, the Centre is a multifunctional system, which offers opportunities to supply cultural institutions with modern technologies and provide a correlation with science.
